YearApplicationsVisas issuedRefusedRefusal rate
2023 11110–
2024 15140–
2025 16160–

In 2025, Latvia’s embassy and consulates in Ukraine (Kyiv) received 16 applications for short-stay Schengen visas and issued 16. Applications rose by 7% compared with 2024 (15).

For comparison, all Schengen states together refused 10.7% of the applications lodged in Ukraine that year, from 5.2% at the consulates of Romania to 23.9% at those of France. Latvia’s consulates worldwide refused 12.3%. Latvia was the 11th most applied-for Schengen state in Ukraine.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Ukraine, by any nationality: mostly citizens, but also residents from other countries.
