Greece: visa decisions in Ukraine
| Year | Applications | Visas issued | Refused | Refusal rate | Multiple-entry share |
|---|---|---|---|---|---|
| 2023 | 51 | 45 | 5 | 9.8% | 48.9% |
| 2024 | 73 | 60 | 11 | 15.1% | 60.0% |
| 2025 | 110 | 91 | 18 | 16.4% | 46.2% |
In 2025, Greece’s embassy and consulates in Ukraine (Odesa and Kyiv) received 110 applications for short-stay Schengen visas and issued 91. The refusal rate was 16.4%. That is barely different from 2024 (15.1%). Applications rose by 51% compared with 2024 (73).
For comparison, all Schengen states together refused 10.7% of the applications lodged in Ukraine that year, from 5.2% at the consulates of Romania to 23.9% at those of France. Greece’s consulates worldwide refused 14.5%. Greece was the 7th most applied-for Schengen state in Ukraine.
You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Ukraine, by any nationality: mostly citizens, but also residents from other countries.
