Malta: visa decisions in Turkey

YearApplicationsVisas issuedRefusedRefusal rateMultiple-entry share
2023 3,7162,91173520.2% 57.1%
2024 6,4034,5281,75127.9% 50.1%
2025 8,0685,2442,81134.9% 45.2%

In 2025, Malta’s embassy and consulates in Turkey (Istanbul) received 8,068 applications for short-stay Schengen visas and issued 5,244. The refusal rate was 34.9%. The refusal rate rose by 7.0 points from 27.9% in 2024, a sharp increase. Applications rose by 26% compared with 2024 (6,403).

For comparison, all Schengen states together refused 14.6% of the applications lodged in Turkey that year, from 3.5% at the consulates of Portugal to 35.5% at those of Lithuania. Malta’s consulates worldwide refused 38.4%. Malta was the 17th most applied-for Schengen state in Turkey.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Turkey, by any nationality: mostly citizens, but also residents from other countries.
