In 2025, Romania’s embassy and consulates in Serbia (Belgrade) received 111 applications for short-stay Schengen visas and issued 88. 19.6% of applications were refused. In 2024 it had been 40.0%: the rate fell by 20.4 points, a clear improvement for applicants. Applications rose by 42% compared with 2024 (78).

For comparison, all Schengen states together refused 5.7% of the applications lodged in Serbia that year, from 1.1% at the consulates of Greece to 16.9% at those of Croatia. Romania’s consulates worldwide refused 11.5%. Romania was the 17th most applied-for Schengen state in Serbia.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. Romania only began issuing Schengen visas on 31 March 2024, so its 2024 figures cover part of the year. The figures cover applications lodged in Serbia, by any nationality: mostly citizens, but also residents from other countries.
