2024 37,20530,48210,05124.7% 22.1%
2025 27,59719,8126,71525.3% 28.1%

In 2025, France’s embassy and consulates in Iran (Tehran) received 27,597 applications for short-stay Schengen visas and issued 19,812. The refusal rate was 25.3%. That is barely different from 2024 (24.7%). Applications fell by 26% compared with 2024 (37,205).

For comparison, all Schengen states together refused 29.1% of the applications lodged in Iran that year, from 16.6% at the consulates of Romania to 46.2% at those of Austria. France’s consulates worldwide refused 14.2%. France was the most applied-for Schengen state in Iran.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Iran, by any nationality: mostly citizens, but also residents from other countries.
