France: visa decisions in Georgia
| Year | Applications | Visas issued | Refused | Refusal rate | Multiple-entry share |
|---|---|---|---|---|---|
| 2023 | 1,285 | 891 | 366 | 29.1% | 13.0% |
| 2024 | 1,517 | 1,090 | 424 | 28.0% | 16.2% |
| 2025 | 2,374 | 1,868 | 476 | 20.3% | 31.7% |
In 2025, France’s embassy and consulates in Georgia (Tbilisi) received 2,374 applications for short-stay Schengen visas and issued 1,868. 20.3% of applications were refused. In 2024 it had been 28.0%: the rate fell by 7.7 points, a clear improvement for applicants. Applications rose by 56% compared with 2024 (1,517).
For comparison, all Schengen states together refused 13.8% of the applications lodged in Georgia that year, from 3.1% at the consulates of the Netherlands to 33.9% at those of Italy. France’s consulates worldwide refused 14.2%. France was the 2nd most applied-for Schengen state in Georgia.
You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Georgia, by any nationality: mostly citizens, but also residents from other countries.
