In fiscal year 2025 (October 2024 to September 2025) the United States issued 1,405 nonimmigrant visas to citizens of Estonia, the 154th highest number of the 206 nationalities listed. Exchange visitor visas (J) made up 30%, diplomatic and official visas 24% and visitor visas 16%. That is 10% fewer than in fiscal year 2024 (1,559).
From October 2025 to February 2026, citizens of Estonia received 479, 20% more than in the same months a year earlier.
For visitor visas (B1/B2) the State Department reports an adjusted refusal rate of 11.3% for citizens of Estonia in fiscal year 2025 (fiscal year 2024: 9.8%). The adjusted rate counts a refusal that was later overcome, for example with further documents, as an issuance. A rate below 3% is one of the conditions for a country to join the Visa Waiver Program.
These figures count visas issued to citizens of Estonia anywhere in the world, not only at the US missions in Estonia.
