YearApplicationsVisas issuedRefusedRefusal rateMultiple-entry share
2023 6,7345,1611,56623.3% 73.6%
2024 5,6814,3311,34923.7% 65.2%
2025 5,0743,3311,74334.3% 50.8%

In 2025, Italy’s embassy and consulates in Cuba (Havana) received 5,074 applications for short-stay Schengen visas and issued 3,331. The refusal rate was 34.3%. The refusal rate rose by 10.6 points from 23.7% in 2024, a sharp increase. Applications fell by 11% compared with 2024 (5,681).

For comparison, all Schengen states together refused 21.8% of the applications lodged in Cuba that year, from 11.6% at the consulates of Spain to 42.9% at those of Germany. Italy’s consulates worldwide refused 10.8%. Italy was the 2nd most applied-for Schengen state in Cuba.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Cuba, by any nationality: mostly citizens, but also residents from other countries.
