2024 43,65241,7481,9044.4% 17.2%
2025 52,81951,6041,2152.3% 21.5%

In 2025, Norway’s embassy and consulates in China (Beijing and Shanghai) received 52,819 applications for short-stay Schengen visas and issued 51,604. 2.3% of applications were refused. In 2024 it had been 4.4%: the rate fell by 2.1 points. Applications rose by 21% compared with 2024 (43,652).

For comparison, all Schengen states together refused 4.0% of the applications lodged in China that year, from 1.3% at the consulates of Luxembourg to 19.3% at those of Malta. Norway’s consulates worldwide refused 15.7%. Norway was the 8th most applied-for Schengen state in China.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in China, by any nationality: mostly citizens, but also residents from other countries.
