YearApplicationsVisas issuedRefusedRefusal rateMultiple-entry share
2023 4,5954,04255212.0% 47.2%
2024 3,1252,59251616.6% 44.6%
2025 2,5992,27029111.3% 50.4%

In 2025, Latvia’s embassy and consulates in Azerbaijan (Baku) received 2,599 applications for short-stay Schengen visas and issued 2,270. The refusal rate was 11.3%. The refusal rate fell by 5.3 points from 16.6% in 2024, a clear improvement for applicants. Applications fell by 17% compared with 2024 (3,125).

For comparison, all Schengen states together refused 9.8% of the applications lodged in Azerbaijan that year, from 3.0% at the consulates of Greece to 26.1% at those of Bulgaria. Latvia’s consulates worldwide refused 12.3%. Latvia was the 10th most applied-for Schengen state in Azerbaijan.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Azerbaijan, by any nationality: mostly citizens, but also residents from other countries.
