Who it is for

All students aged 18 and younger who intend to go to school in Tonga, whether at primary, secondary or tertiary level, must apply for a student visa. The Immigration Division's checklist notes an age restriction of 18. Children under 18 whose parents are, or whose only parent is, a Tongan subject are exempt from needing a permit under section 7 of the Immigration Act, as are students whose parents are resident in Tonga when they re-enter on vacation from or after finishing studies abroad.

Documents

Applicants provide written acceptance from the school or academic institution for the relevant year, proof that the year's fees have been paid, details of any grants or fellowships, and either a sponsor's declaration covering maintenance, medical care and accommodation or proof that the student can support themselves. A declaration signed by the principal of the previous school must oblige the school to inform the Immigration Division of the student's grade report, attendance record and any conduct unbecoming of a student. Foreign documents may be originals or certified copies issued by recognised authorities, with an English translation attached; supply copies if you want originals returned. Incomplete applications may be delayed or rejected.

Fee and processing

The fee is USD 57.50, payable by money order to the Tongan mission or in cash at the Embassy in Beijing. Processing normally takes about a month. The fee checklists republished by the Ministry of Foreign Affairs in January 2025 still carry the amounts dated 2006 and 2011, and the Embassy in Beijing quotes its own USD fees; confirm the current amount with the Immigration Division before paying.

Validity, renewal and conditions

Student visas are issued for up to one year at a time and are renewable for the following school year. Study is not permitted on a visitor's visa, so a child who arrives as a visitor and then enrols needs a student visa. Long-stay visas are entry permits under section 9 of the Immigration Act. The Principal Immigration Officer may attach conditions on the security to be provided, the occupation the holder may exercise and the person who may employ them, may vary those conditions and may extend the permit. A person refused an entry permit can appeal by written petition to the Prime Minister within 30 days of notification; the Prime Minister's decision is final.

How to apply, step by step

  1. Secure a school place and pay the year's fees.
  2. Obtain the sponsor's declaration and the previous principal's declaration.
  3. Have foreign documents translated into English.
  4. Lodge the application with the USD 57.50 fee.
  5. Renew the visa for each new school year.
