What SUACE is
SUACE is a single window made up of several public institutions through which companies, whether individuals or legal entities, are opened, formalised or closed, so that entrepreneurs can complete the registrations in one place. Foreigners who arrive as investors and opt for this system can apply for permanent residence under a special procedure of Law 6984 of 2022, and the residence also gives access to the Paraguayan identity card and the other documents needed to open a company.
Documents
Bring originals with two authenticated copies of: the investor certificate issued by the Vice-Ministry of Industry and Commerce stating that you use the SUACE regime; a valid identity document from your country; the consular visa with Foreign Ministry verification where the DNM table requires a visa for residence; an apostilled or legalised birth certificate; a civil status certificate if applicable; and a valid criminal or police record certificate, apostilled or legalised, from age 14. If you lived in another country for more than a year during the last three years, add its certificate too.
Also present the INTERPOL certificate and the National Police certificate for foreigners, both from age 14, and sign the DNM's sworn declaration on respecting Paraguayan law. Foreign documents must be apostilled and translated into Spanish by a registered public translator.
You must also show proof of entry issued at a DNM border post: the stamped entry slip or the entry stamp in your passport. If you have lived in Paraguay for more than three years, a current judicial record certificate plus a sworn statement to the DNM can replace the home-country criminal record.

On top of the residence fee, the certificate of residence costs PYG 234,154, and anyone who overstayed the authorised transitory stay pays the Article 87 fine of PYG 702,462. These are cash amounts; electronic payments carry a provider surcharge.
