What counts as seasonal work

Seasonal employment means a fixed-term job doing seasonal tasks in an industry with a seasonal character, typically the summer tourist season on the coast, winter tourism and agriculture. The Government reserves a separate seasonal quota each year; for 2026 it is 2,320 permits, most of them in accommodation and food services (1,467) and trade.

Conditions

You must meet the general conditions for residence (funds, accommodation, health insurance, a passport valid three months beyond the permit, a clean criminal record in your country of origin) and present a written job offer for a specific seasonal post and a medical certificate of fitness for work. Unlike ordinary employment, proof of qualifications is not required.

The permit is refused if the authorities find that you intend to move on illegally to another country or do not plan to leave Montenegro when the permit ends. The same employer checks as for ordinary work apply: no repeated fines for illegal employment, no bankruptcy, real business activity and paid taxes and contributions.

Applying through a mission

The application goes to the Ministry of Internal Affairs but is lodged in person at the Montenegrin embassy or consulate in your country of origin, where your photo, two fingerprints and signature are taken. The mission gives you a receipt with the date on which the permit can be collected, and the permit is handed over to you at the same mission. The Ministry decides within 15 days; returning seasonal workers who held a seasonal permit at least twice in the past five years get a decision within ten days.

  1. Find a seasonal employer in Montenegro and obtain a written job offer.
  2. Gather the passport, medical certificate, criminal record, accommodation proof and insurance.
  3. Lodge the application in person at the Montenegrin mission in your country of origin and give biometrics.
  4. Collect the permit at the mission on the date in your receipt; the decision takes up to 15 days.
  5. Start work only after the employer has signed your contract and registered you for social insurance.
  6. Leave Montenegro when the permit ends, or apply 60 to 30 days earlier for a two-month extension.

After arrival

The employer must sign the employment contract and register you for social insurance within 24 hours of the permit's issue, or inform the Ministry within three days if this does not happen so that the permit is cancelled. Your stay must be registered with the police within 24 hours of arrival at your accommodation; employers providing housing file this for you.

Extension and next season

If the seasonal work requires it, the permit can be extended once by up to two months with the same or a different employer, keeping the total within eight months in a year. File the extension 60 to 30 days before expiry with a new job offer and proof of paid taxes and contributions; the fee is EUR 30. Seasonal workers cannot bring family members on this permit.

Refusal

An appeal against a refusal goes to the Ministry of Internal Affairs within eight days of receipt. If the reason is that the seasonal quota is exhausted, the remedy is an administrative dispute before the Administrative Court.
