Temporary residence permit for employment with a work permit
In short
Foreigners may work in Kosovo only with a work permit, or a short-term work permit for brief assignments, plus a temporary residence permit for employment. Permits are issued within an annual quota set by the Government or, for listed groups such as company owners, managers, intra-corporate transferees and university lecturers, outside it. Which permit applies
The Law on Foreigners requires a work permit or a short-term work permit for any foreigner working in Kosovo, and the MIA notice for visitors adds that a temporary residence permit for employment is needed and that work without a permit is prohibited. For regulated professions a licence must be obtained before applying. Each year the Government sets an employment quota for foreigners, listing the activities, occupations and number of new, seasonal and renewed permits; the 2026 figure is published by Government decision.
Permits outside the quota are available, among others, to key staff of companies, associations and foreign representations, intra-corporate transferees, foreigners self-employed in their own company with more than 51 percent ownership, professional athletes, artists in cultural institutions, teachers in minority-language schools, scientific researchers, foreign-language teachers and university lecturers, and people working under international agreements. Intra-corporate transfers may last up to three years for managers and specialists and one year for trainees.
A short-term work permit covers up to 90 days in any 180 days within a year for groups such as company representatives and supervisory board members, tourism animators, visiting scientists and lecturers, doctors and medical specialists, correspondents and volunteers. Auditors, consultants, seminar lecturers and stage artists may work up to 60 days a year, and musicians and trade-fair staff up to 30 days.
Conditions for company owners and managers
A foreigner who owns more than 51 percent of a Kosovo company, or works for it as a self-employed owner, receives a non-quota permit if the company is registered, employs at least three Kosovo citizens, pays at least the average gross wage of the previous year and can show its tax and contribution payments. Key staff of a foreign company, association or representation must likewise show registration, at least three Kosovo citizens employed and pay at the level of the previous year's average wage; when several foreigners hold key functions with the same employer, five Kosovo citizens are needed for each. Every applicant must also meet the general conditions: a purpose, a valid passport, means of subsistence, health insurance, no entry ban and no threat to security or public health.
Documents
The MIA checklist for employment asks for a passport valid at least three months longer than the permit requested, an employment contract under Kosovo labour law (not needed for a business owner), proof of means through a bank statement or the contract, a certificate from your country of nationality or last residence that you are not under investigation, the employer's business registration certificate and company information, notarised proof of education and qualifications (not needed for business owners), health insurance, and a vaccination certificate if you come from a country under a declared epidemic. Foreign documents must be translated into Albanian or Serbian.

Money and fees
For the employment category the MIA requires proof of EUR 5,000 a year, which the Ministry's table describes as annual financial turnover; a bank statement or the employment contract serves as evidence. The temporary residence permit for employment costs EUR 50 and a replacement card EUR 10. Long-stay visa D applicants also pay the EUR 80 visa fee at the mission.
How the application works
The work permit is applied for through the Employment Agency of the Republic of Kosovo, and the residence permit at a Kosovo mission or, for visa-free nationals already in Kosovo, at the MIA migration department in Pristina before the 90-day stay ends; you may remain in Kosovo until the decision. The employer may file the residence application for you. The MIA migration department issues the decision after the Employment Agency confirms the work permit and must decide within 30 days. Officials may interview you and your employer to check the purpose and documents. The tax administration and employer are informed once the permit is granted.
- Agree the job and check whether it falls within the annual quota or one of the non-quota categories; obtain any professional licence first.
- The employer applies to the Employment Agency of the Republic of Kosovo for confirmation of the work permit.
- Collect the MIA documents, with translations into Albanian or Serbian.
- File the residence application at a Kosovo mission, or in person at the MIA migration department if you entered visa-free and are within your 90 days.
- Pay the EUR 50 fee and attend any interview; the decision is due within 30 days.
- Collect the residence card, report your address to the police and start work only for the named employer.
- Apply for renewal at least 30 days before expiry.

Obligations during the permit
You may work only for the employer and in the job named in the permit. Report your address at the police and any change within eight days at the police or the MIA. If the contract ends, the employer and you must notify the MIA within 15 days; if it ends through no fault of yours you may stay until the permit expires. The permit is revoked if you spend more than 30 consecutive days abroad without justification (up to 90 days are tolerated if you report the reason within ten days of return), if the employer stops trading or breaches labour and tax rules, or if you leave Kosovo for more than six months.
Renewal
Apply for renewal at the MIA migration department at least 30 days before the permit expires; you may stay while it is processed. If the purpose stays the same, you submit a valid passport, proof of means, health insurance and a certificate that you have no criminal conviction in Kosovo. Renewal is excluded after a final prison sentence of more than one year. Seasonal workers must spend six months outside Kosovo before a new seasonal permit.
Refusal and appeal
A work permit can be refused if the employer breaches labour, safety, insurance or tax rules, has unpaid fines, is closing down or exists mainly to bring in foreigners, or if you broke the conditions of an earlier permit. Since the August 2024 amendment you may appeal a refusal or revocation within 30 days to the Appeals Commission, which decides within 30 days; the appeal does not suspend the decision. A refusal because the annual quota is used up cannot be appealed, but an administrative dispute can be filed at the Basic Court.
Frequently asked questions
Who issues the work permit in Kosovo?
The Employment Agency of the Republic of Kosovo confirms the work permit, and the MIA migration department issues the decision together with the temporary residence permit for employment.
Can I open a company in Kosovo and get a residence permit?

No. You may stay in Kosovo while an application filed in time is pending, but work is allowed only once the work permit has been issued.

What are the penalties for working without a permit?
Under the amended Law on Foreigners the Labour Inspectorate fines a foreigner EUR 1,000 to 2,000, and an employer that is a legal entity EUR 10,000 to 20,000 for each foreigner employed illegally.
