Transit through Belarus
Transit through Belarus and transit (B) visa
In short
Foreigners crossing Belarus to another country must enter and leave within two days, including the day of entry, unless an unintended delay occurs. Those who are not visa-exempt use a transit B visa, valid for up to one year with single, double or multiple entries. Some travellers transit without a visa, for example on direct flights or airport transfers of up to 24 hours.

Two-day transit rule
Transit travellers must enter and leave Belarus within two days, counting the day of entry. Delays count as unintended in cases of natural disasters, accidents and other emergencies, diagnosed illness when a Belarusian medical organisation considers further travel dangerous, unforeseen delays when changing transport, and other unforeseen circumstances that prevent onward travel.
When no visa is needed
A foreigner can transit without a transit visa if they hold another Belarusian visa giving the right to cross the border; are a passenger on a direct flight over Belarus; change planes at a Belarusian airport with documents for the destination country and a confirmed onward ticket, staying no more than 24 hours and within the designated airport zone; are a citizen of a state with a visa-free agreement with Belarus; or are covered by a decision of the President.
Transit visa requirements
The supporting document for a B visa is the visa of the country the traveller is heading to. If that country requires no visa, other evidence such as rail, road or air tickets is considered. The application also includes the form, a photo, the passport and medical insurance of at least EUR 10,000 valid in Belarus.
Required documents
Identity
- Passport, form and photo.
Travel
- Visa for the destination country, or tickets if no visa is needed there.
Insurance
- Medical insurance of at least EUR 10,000 valid in Belarus.
Supporting documents (where they apply)
Travel
- For drivers: green card insurance valid in Belarus.
- For airport transfers: confirmed onward ticket within 24 hours.
Fees and processing
Transit visas carry the standard fee of EUR 60, or EUR 35 for EU citizens, with children under 14 exempt. Decisions take five working days, or two with urgent processing at double the fee.
Driving and onward travel to Russia
Drivers need green card insurance valid in Belarus; driving a foreign-registered car without it is an administrative offence punished with a fine of 20 base values. Travellers continuing to Russia receive a migration card from the Belarusian authorities, fill it in before entering Russia and show it to the Russian authorities. Airport visa-free rules do not apply to flights to Russian airports, which are treated as domestic and have no border control.
How to apply, step by step
- Check whether you transit visa-free.
- If not, obtain the visa for your destination country first.
- Apply for the B visa at a Belarusian mission.
- Plan the route to leave Belarus within two days of entry.
- Carry insurance and, if driving, a green card.
- If continuing to Russia, keep the migration card issued by Belarus.
Frequently asked questions
How long can I stay in transit?
Up to two days including the day of entry, unless an unintended delay occurs.
Do I need a visa to change planes in Minsk?
Not if you stay in the designated airport zone for no more than 24 hours with a confirmed onward ticket and entry documents for your destination.
What if I fall ill during transit?
A diagnosed illness that a Belarusian medical organisation considers dangerous for further travel counts as an unintended delay.
Do I need to register during a short transit?
Registration is required for temporary stays of more than ten days, so a transit of up to two days normally does not need it; hotels register guests automatically.
Is the B visa only single entry?
No. It can be single, double or multiple entry and valid for up to one year.
