Luxembourg’s embassies and consulates outside the Schengen area received 13,814 short-stay visa applications in 2025, the 27th highest number among the 28 Schengen states, and issued 11,180 visas. The refusal rate was 14.8%. The refusal rate rose by 2.1 points from 12.7% in 2024. Applications rose by 8% compared with 2024 (12,825).

The busiest countries were India (3,684), Turkey (3,412), China (1,997), the United Kingdom (1,364) and Russia (1,048). Among the ten busiest, refusal rates ranged from 1.3% in China to 48.6% in Senegal.
