Hungary: visa decisions in Ukraine
| Year | Applications | Visas issued | Refused | Refusal rate | Multiple-entry share |
|---|---|---|---|---|---|
| 2023 | 4,003 | 3,477 | 526 | 13.1% | 14.8% |
| 2024 | 4,291 | 3,868 | 423 | 9.9% | 8.0% |
| 2025 | 2,751 | 2,538 | 192 | 7.0% | 47.3% |
In 2025, Hungary’s embassy and consulates in Ukraine (Uzhhorod and Berehove) received 2,751 applications for short-stay Schengen visas and issued 2,538. The refusal rate was 7.0%. The refusal rate fell by 2.8 points from 9.9% in 2024. Applications fell by 36% compared with 2024 (4,291).
For comparison, all Schengen states together refused 10.7% of the applications lodged in Ukraine that year, from 5.2% at the consulates of Romania to 23.9% at those of France. Hungary’s consulates worldwide refused 13.0%. Hungary was the most applied-for Schengen state in Ukraine.
You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Ukraine, by any nationality: mostly citizens, but also residents from other countries.
