Portugal: visa decisions in Turkey

YearApplicationsVisas issuedRefusedRefusal rateMultiple-entry share
2023 1,0861,010766.9% 68.3%
2024 2,1631,975582.9% 61.1%
2025 3,9213,7851363.5% 62.0%

In 2025, Portugal’s embassy and consulates in Turkey (Ankara) received 3,921 applications for short-stay Schengen visas and issued 3,785. 3.5% of applications were refused. In 2024 the rate was much the same, 2.9%. Applications rose by 81% compared with 2024 (2,163).

For comparison, all Schengen states together refused 14.6% of the applications lodged in Turkey that year. Portugal’s consulates worldwide refused 23.3%. Portugal was the 21st most applied-for Schengen state in Turkey.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Turkey, by any nationality: mostly citizens, but also residents from other countries.
