2024 (part of the year) 1911582714.1% 86.7%
2025 1851483719.3% 89.9%

In 2025, Romania’s embassy and consulates in Saudi Arabia (Riyadh) received 185 applications for short-stay Schengen visas and issued 148. The refusal rate was 19.3%. The refusal rate rose by 5.1 points from 14.1% in 2024, a sharp increase. Applications fell by 3% compared with 2024 (191).

For comparison, all Schengen states together refused 5.2% of the applications lodged in Saudi Arabia that year, from 1.6% at the consulates of Austria to 55.4% at those of Bulgaria. Romania’s consulates worldwide refused 11.5%. Romania was the 19th most applied-for Schengen state in Saudi Arabia.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. Romania only began issuing Schengen visas on 31 March 2024, so its 2024 figures cover part of the year. The figures cover applications lodged in Saudi Arabia, by any nationality: mostly citizens, but also residents from other countries.
