Spain: visa decisions in Russia
| Year | Applications | Visas issued | Refused | Refusal rate | Multiple-entry share |
|---|---|---|---|---|---|
| 2023 | 116,384 | 92,414 | 15,742 | 14.0% | 6.6% |
| 2024 | 125,551 | 111,187 | 9,916 | 8.2% | 10.2% |
| 2025 | 139,596 | 123,359 | 12,701 | 9.3% | 1.6% |
In 2025, Spain’s embassy and consulates in Russia (Moscow and Saint Petersburg) received 139,596 applications for short-stay Schengen visas and issued 123,359. The refusal rate was 9.3%. That is barely different from 2024 (8.2%). Applications rose by 11% compared with 2024 (125,551).
For comparison, all Schengen states together refused 6.4% of the applications lodged in Russia that year, from 0.9% at the consulates of the Netherlands to 19.8% at those of Malta. Spain’s consulates worldwide refused 14.6%. Spain was the 3rd most applied-for Schengen state in Russia.
You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Russia, by any nationality: mostly citizens, but also residents from other countries.
