Slovenia: visa decisions in Russia
| Year | Applications | Visas issued | Refused | Refusal rate | Multiple-entry share |
|---|---|---|---|---|---|
| 2023 | 1,278 | 1,155 | 114 | 9.0% | 18.4% |
| 2024 | 1,320 | 1,238 | 73 | 5.6% | 14.9% |
| 2025 | 1,607 | 1,254 | 71 | 4.4% | 8.8% |
In 2025, Slovenia’s embassy and consulates in Russia (Moscow) received 1,607 applications for short-stay Schengen visas and issued 1,254. The refusal rate was 4.4%. That is barely different from 2024 (5.6%). Applications rose by 22% compared with 2024 (1,320).
For comparison, all Schengen states together refused 6.4% of the applications lodged in Russia that year, from 0.9% at the consulates of the Netherlands to 19.8% at those of Malta. Slovenia’s consulates worldwide refused 21.4%. Slovenia was the 17th most applied-for Schengen state in Russia.
You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Russia, by any nationality: mostly citizens, but also residents from other countries.
