Portugal: visa decisions in Russia

YearApplicationsVisas issuedRefusedRefusal rateMultiple-entry share
2023 3,2752,91835610.9% 15.0%
2024 5,7895,3842754.8% 14.3%
2025 6,9666,2896779.7% 8.1%

In 2025, Portugal’s embassy and consulates in Russia (Moscow) received 6,966 applications for short-stay Schengen visas and issued 6,289. The refusal rate was 9.7%. The refusal rate rose by 4.9 points from 4.8% in 2024. Applications rose by 20% compared with 2024 (5,789).

For comparison, all Schengen states together refused 6.4% of the applications lodged in Russia that year, from 0.9% at the consulates of the Netherlands to 19.8% at those of Malta. Portugal’s consulates worldwide refused 23.3%. Portugal was the 10th most applied-for Schengen state in Russia.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Russia, by any nationality: mostly citizens, but also residents from other countries.
