Norway: visa decisions in Russia
| Year | Applications | Visas issued | Refused | Refusal rate | Multiple-entry share |
|---|---|---|---|---|---|
| 2023 | 424 | 364 | 60 | 14.0% | 78.6% |
| 2024 | 52 | 49 | 3 | 5.8% | 44.9% |
| 2025 | 81 | 78 | 3 | 3.7% | 59.0% |
In 2025, Norway’s embassy and consulates in Russia (Moscow) received 81 applications for short-stay Schengen visas and issued 78. 3.7% of applications were refused. In 2024 it had been 5.8%: the rate fell by 2.1 points. Applications rose by 56% compared with 2024 (52).
For comparison, all Schengen states together refused 6.4% of the applications lodged in Russia that year, from 0.9% at the consulates of the Netherlands to 19.8% at those of Malta. Norway’s consulates worldwide refused 15.7%. Norway was the 26th most applied-for Schengen state in Russia.
You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Russia, by any nationality: mostly citizens, but also residents from other countries.
