2024 1,09276329225.0% 10.7%
2025 87970217519.8% 14.4%

In 2025, Malta’s embassy and consulates in Russia (Moscow) received 879 applications for short-stay Schengen visas and issued 702. 19.8% of applications were refused. In 2024 it had been 25.0%: the rate fell by 5.2 points, a clear improvement for applicants. Applications fell by 20% compared with 2024 (1,092).

For comparison, all Schengen states together refused 6.4% of the applications lodged in Russia that year. Malta’s consulates worldwide refused 38.4%. Malta was the 21st most applied-for Schengen state in Russia.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Russia, by any nationality: mostly citizens, but also residents from other countries.
