2024 25,65123,3822,2698.8% 37.6%
2025 28,54026,2921,9727.0% 29.5%

In 2025, Hungary’s embassy and consulates in Russia (Moscow, Saint Petersburg, Yekaterinburg and Kazan’) received 28,540 applications for short-stay Schengen visas and issued 26,292. 7.0% of applications were refused. In 2024 it had been 8.8%: the rate fell by 1.9 points. Applications rose by 11% compared with 2024 (25,651).

For comparison, all Schengen states together refused 6.4% of the applications lodged in Russia that year, from 0.9% at the consulates of the Netherlands to 19.8% at those of Malta. Hungary’s consulates worldwide refused 13.0%. Hungary was the 5th most applied-for Schengen state in Russia.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Russia, by any nationality: mostly citizens, but also residents from other countries.
