Croatia: visa decisions in Russia

YearApplicationsVisas issuedRefusedRefusal rateMultiple-entry share
2023 1,5241,406845.6% 75.5%
2024 1,7011,581945.5% 77.8%
2025 1,6941,3761076.5% 73.5%

In 2025, Croatia’s embassy and consulates in Russia (Moscow) received 1,694 applications for short-stay Schengen visas and issued 1,376. The refusal rate was 6.5%. That is barely different from 2024 (5.5%). The number of applications was almost unchanged (1,701 in 2024).

For comparison, all Schengen states together refused 6.4% of the applications lodged in Russia that year, from 0.9% at the consulates of the Netherlands to 19.8% at those of Malta. Croatia’s consulates worldwide refused 18.5%. Croatia was the 16th most applied-for Schengen state in Russia.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Russia, by any nationality: mostly citizens, but also residents from other countries.
