Romania: visa decisions in the Philippines

2024 (part of the year) 17917131.7% 18.7%
2025 3492985114.6% 19.1%

In 2025, Romania’s embassy and consulates in the Philippines (Manila) received 349 applications for short-stay Schengen visas and issued 298. The refusal rate was 14.6%. The refusal rate rose by 12.9 points from 1.7% in 2024, a sharp increase. Applications rose by 95% compared with 2024 (179).

For comparison, all Schengen states together refused 6.9% of the applications lodged in the Philippines that year, from 3.8% at the consulates of the Netherlands to 22.3% at those of the Czech Republic. Romania’s consulates worldwide refused 11.5%. Romania was the 16th most applied-for Schengen state in the Philippines.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. Romania only began issuing Schengen visas on 31 March 2024, so its 2024 figures cover part of the year. The figures cover applications lodged in the Philippines, by any nationality: mostly citizens, but also residents from other countries.
