2024 5,3083,0652,13040.9% 56.1%
2025 6,9192,6954,22461.0% 31.9%

In 2025, Portugal’s embassy and consulates in Morocco (Rabat) received 6,919 applications for short-stay Schengen visas and issued 2,695. 61.0% of applications were refused. In 2024 it had been 40.9%: the rate rose by 20.0 points, a sharp increase. Applications rose by 30% compared with 2024 (5,308).

For comparison, all Schengen states together refused 19.2% of the applications lodged in Morocco that year, from 10.0% at the consulates of France to 79.1% at those of Malta. Portugal’s consulates worldwide refused 23.3%. Portugal was the 7th most applied-for Schengen state in Morocco.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Morocco, by any nationality: mostly citizens, but also residents from other countries.
