Italy: visa decisions in Montenegro
| Year | Applications | Visas issued | Refused | Refusal rate | Multiple-entry share |
|---|---|---|---|---|---|
| 2023 | 156 | 135 | 21 | 13.5% | 60.0% |
| 2024 | 216 | 195 | 21 | 9.7% | 69.7% |
| 2025 | 182 | 156 | 26 | 14.3% | 70.5% |
In 2025, Italy’s embassy and consulates in Montenegro (Podgorica) received 182 applications for short-stay Schengen visas and issued 156. The refusal rate was 14.3%. The refusal rate rose by 4.6 points from 9.7% in 2024. Applications fell by 16% compared with 2024 (216).
For comparison, all Schengen states together refused 9.1% of the applications lodged in Montenegro that year, from 3.4% at the consulates of Germany to 14.1% at those of Croatia. Italy’s consulates worldwide refused 10.8%. Italy was the 8th most applied-for Schengen state in Montenegro.
You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Montenegro, by any nationality: mostly citizens, but also residents from other countries.
