Portugal: visa decisions in Iran

YearApplicationsVisas issuedRefusedRefusal rateMultiple-entry share
2023 59549110411.4% 21.0%
2024 338282256.3% 36.9%
2025 107872016.7% 35.6%

In 2025, Portugal’s embassy and consulates in Iran (Tehran) received 107 applications for short-stay Schengen visas and issued 87. The refusal rate was 16.7%. The refusal rate rose by 10.4 points from 6.3% in 2024, a sharp increase. Applications fell by 68% compared with 2024 (338).

For comparison, all Schengen states together refused 29.1% of the applications lodged in Iran that year, from 16.6% at the consulates of Romania to 46.2% at those of Austria. Portugal’s consulates worldwide refused 23.3%. Portugal was the 20th most applied-for Schengen state in Iran.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Iran, by any nationality: mostly citizens, but also residents from other countries.
