Netherlands: visa decisions in Iran

YearApplicationsVisas issuedRefusedRefusal rateMultiple-entry share
2023 12,3446,9325,16742.4% 22.4%
2024 11,8538,3743,29128.1% 22.8%
2025 8,3316,0092,15726.2% 22.5%

In 2025, the Netherlands’ embassy and consulates in Iran (Tehran) received 8,331 applications for short-stay Schengen visas and issued 6,009. The refusal rate was 26.2%. The refusal rate fell by 1.9 points from 28.1% in 2024. Applications fell by 30% compared with 2024 (11,853).

For comparison, all Schengen states together refused 29.1% of the applications lodged in Iran that year, from 16.6% at the consulates of Romania to 46.2% at those of Austria. the Netherlands’ consulates worldwide refused 17.7%. The Netherlands was the 5th most applied-for Schengen state in Iran.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Iran, by any nationality: mostly citizens, but also residents from other countries.
