Croatia: visa decisions in Iran

YearApplicationsVisas issuedRefusedRefusal rateMultiple-entry share
2023 1,01653546046.0% 16.8%
2024 78340935846.1% 16.9%
2025 53027620842.9% 9.8%

In 2025, Croatia’s embassy and consulates in Iran (Tehran) received 530 applications for short-stay Schengen visas and issued 276. The refusal rate was 42.9%. The refusal rate fell by 3.2 points from 46.1% in 2024. Applications fell by 32% compared with 2024 (783).

For comparison, all Schengen states together refused 29.1% of the applications lodged in Iran that year, from 16.6% at the consulates of Romania to 46.2% at those of Austria. Croatia’s consulates worldwide refused 18.5%. Croatia was the 17th most applied-for Schengen state in Iran.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Iran, by any nationality: mostly citizens, but also residents from other countries.
