2025 2,2938171,47664.4% 19.2%

In 2025, Norway’s embassy and consulates in Ghana (Accra) received 2,293 applications for short-stay Schengen visas and issued 817. 64.4% of applications were refused. In 2024 it had been 54.4%: the rate rose by 9.9 points, a sharp increase. Applications fell by 40% compared with 2024 (3,833).

For comparison, all Schengen states together refused 46.5% of the applications lodged in Ghana that year, from 33.5% at the consulates of Germany to 71.9% at those of the Czech Republic. Norway’s consulates worldwide refused 15.7%. Norway was the 9th most applied-for Schengen state in Ghana.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Ghana, by any nationality: mostly citizens, but also residents from other countries.
