Estonia: visa decisions in Georgia
| Year | Applications | Visas issued | Refused | Refusal rate | Multiple-entry share |
|---|---|---|---|---|---|
| 2023 | 155 | 102 | 50 | 32.7% | 8.8% |
| 2024 | 188 | 136 | 52 | 27.7% | 13.2% |
| 2025 | 179 | 128 | 51 | 28.3% | 37.5% |
In 2025, Estonia’s embassy and consulates in Georgia (Tbilisi) received 179 applications for short-stay Schengen visas and issued 128. 28.3% of applications were refused. In 2024 the rate was much the same, 27.7%. Applications fell by 5% compared with 2024 (188).
For comparison, all Schengen states together refused 13.8% of the applications lodged in Georgia that year, from 3.1% at the consulates of the Netherlands to 33.9% at those of Italy. Estonia’s consulates worldwide refused 24.6%. Estonia was the 11th most applied-for Schengen state in Georgia.
You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Georgia, by any nationality: mostly citizens, but also residents from other countries.
