For visitor visas (B1/B2) the State Department reports an adjusted refusal rate of 70.9% for citizens of Cuba in fiscal year 2025 (fiscal year 2024: 53.4%). The adjusted rate counts a refusal that was later overcome, for example with further documents, as an issuance. A rate below 3% is one of the conditions for a country to join the Visa Waiver Program.
