Netherlands: visa decisions in Cuba
| Year | Applications | Visas issued | Refused | Refusal rate | Multiple-entry share |
|---|---|---|---|---|---|
| 2023 | 1,516 | 731 | 759 | 50.8% | 34.5% |
| 2024 | 1,616 | 943 | 637 | 39.7% | 27.1% |
| 2025 | 1,892 | 1,140 | 750 | 38.7% | 28.9% |
In 2025, the Netherlands’ embassy and consulates in Cuba (Havana) received 1,892 applications for short-stay Schengen visas and issued 1,140. 38.7% of applications were refused. In 2024 the rate was much the same, 39.7%. Applications rose by 17% compared with 2024 (1,616).
For comparison, all Schengen states together refused 21.8% of the applications lodged in Cuba that year, from 11.6% at the consulates of Spain to 42.9% at those of Germany. the Netherlands’ consulates worldwide refused 17.7%. The Netherlands was the 5th most applied-for Schengen state in Cuba.
You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Cuba, by any nationality: mostly citizens, but also residents from other countries.
