In 2025, Portugal’s embassy and consulates in Angola (Luanda and Benguela) received 56,169 applications for short-stay Schengen visas and issued 31,362. 44.2% of applications were refused. In 2024 it had been 17.9%: the rate rose by 26.3 points, a sharp increase. Applications rose by 100% compared with 2024 (28,041).

For comparison, all Schengen states together refused 45.4% of the applications lodged in Angola that year, from 28.2% at the consulates of Italy to 75.4% at those of Hungary. Portugal’s consulates worldwide refused 23.3%. Portugal was the most applied-for Schengen state in Angola.

You apply to the Schengen state that is your main destination (the longest stay or the main purpose; the state of first entry only when there is none), so a lower rate elsewhere is no reason to apply there. The figures cover applications lodged in Angola, by any nationality: mostly citizens, but also residents from other countries.
