Permanent legal residence (Residencia Legal Permanente)
In short
Uruguay's permanent legal residence is open to any foreigner who intends to live in the country permanently, with no prior temporary residence required, provided they prove sufficient means of support. Employees, self-employed people, company owners, remote workers for foreign companies, rentistas and pensioners each prove income with notarial certificates. The fee is 557.30 UI, and applicants then obtain a Uruguayan identity card.

Who it is for
Permanent legal residence is aimed at any foreign person who intends to live in Uruguay permanently. Separate procedures exist for nationals of MERCOSUR member and associated states and for relatives of Uruguayans, but other foreigners use this general route without first holding a temporary residence. The DNM may obtain information from other state bodies and may ask for more evidence in special cases.
Core documents
Present the original valid identity document (with a valid visa if your nationality requires one, under Decree 356/18), criminal record certificates for applicants over 18 from the country of origin and every country where you lived for six months or more in the last five years, apostilled or legalised and translated, a valid vaccination certificate from a vaccination centre in Uruguay and a work health card. Marriage certificates used to prove a link must be no more than one year old. Electronically issued documents that can be verified need no apostille.

Proving means of support
Income must be enough for your maintenance. Employees of a company present a notarial income certificate with their nominal monthly pay, post and a full legal check of the company, or their social security (BPS) work history. Self-employed people present a notarial or accountant's income certificate. Company owners and shareholders justify that status and their monthly income by notarial certificate.
Employees of a foreign company without a branch in Uruguay present a notarial certificate on the link with the company, its country and purpose, the income received and how they work from Uruguay. Rentistas, retirees and pensioners abroad present a notarial certificate stating that status, the source of the income, the nominal monthly amount and how it is received in Uruguay; retirees in Uruguay show their latest payment receipt.
Applying
Start online with a gub.uy user, choose the residence type, attach PDFs and pay. When the DNM accepts the file, book an appointment and attend in person with originals; missing it, or arriving more than 10 minutes late, loses the payment. The identity document used to book must match the one presented. The procedure must be finished at the office where it started, and missing documents are delivered in a single instance. While pending, each departure requires a re-entry permit of 225.60 UI, and an absence of more than six months requires a criminal record from the country where you stayed.
- Prepare apostilled, translated criminal records and the notarial income certificate.
- Get the vaccination certificate and work health card in Uruguay.
