Sudan tourist visa: entry permit, sponsor and embassy application
Tourist entry visa (issued by a Sudanese embassy)
In short
A Sudanese tourist visa issued by an embassy rests on an entry permit number from the Ministry of Interior, requested by a tour operator licensed in Sudan or another sponsor. Once the number reaches the embassy, you submit the form, photo and passport; the Berlin embassy charges EUR 80 and needs about 10 working days. Overland tourists with their own vehicle should allow 6 to 12 weeks.

How the tourist visa system works
Sudan does not issue tourist visas on request at an embassy alone. The application starts in Sudan: a tour operator licensed by the Ministry of Tourism and Wildlife, a travel agency, or a private sponsor applies to the Ministry of Interior's section for borders and foreigners, which issues a unique entry permit number. The ministry passes the approval to the embassy through the Ministry of Foreign Affairs, and only then does the embassy accept your passport. The embassy in The Hague adds that a foreign tour operator working with a Sudanese partner can arrange the request.
Embassy rules differ in detail, and each mission sets its own fee. The guidance here draws on the published pages of the Sudanese embassies in Berlin, The Hague and Washington.
Entry conditions
Whatever your visa, Sudanese embassies ask for a passport valid for at least six months, and minors under 18 on a foreign passport need their father's written consent; the embassy in Washington recommends, but does not require, yellow fever and cholera vaccination. Sudanese nationals travelling on a foreign passport apply directly at the embassy and attach a Sudanese ID document.
Documents
The Berlin embassy asks for the completed application form with full sponsor details (a newer form uses fingerprints), one passport photo, a copy of a passport valid for at least six months with three blank pages, a statement showing you can pay for the trip and a stamped return envelope. A single parent travelling with children adds the other parent's consent certified by a notary. The Hague embassy asks for two photos and a copy of the flight reservation, and stresses that the entry permit must be in place first; holders of diplomatic, special, official and UN passports are exempt from the entry permit.
If you plan to drive into Sudan, the Berlin embassy also wants a letter describing the purpose and the route, a copy of your international driving licence and the vehicle document showing the plate and chassis numbers.

Fees and processing time
In Berlin a tourist visa costs EUR 80, the same as transit, business, humanitarian, study, family and visit visas; multiple-entry visas cost EUR 480 for six months and EUR 960 for twelve months. Pay by bank transfer to the embassy account or by card at the consulate, but only after the embassy tells you the application is approved, because fees are not refunded even if the visa is refused or withdrawn. The Washington embassy charges USD 154 for its visa categories.
Berlin issues the visa about 10 working days after receiving a complete application; The Hague quotes two to three weeks. An overland tourist visa takes 6 to 12 weeks. Flight bookings do not speed up processing.
After arrival
The General Directorate of Passports and Immigration handles residence permits and entry and exit permits for foreigners through its Aliens Affairs Department, which was relaunched in Khartoum State in February 2026. Official Sudanese sources reviewed do not publish a registration deadline, document list or fee for short stays, so ask your sponsor or the department after arrival how to regularise your stay.

Frequently asked questions
Can I get a Sudan tourist visa without a sponsor?
Not through an embassy. Sudanese missions require an entry permit number from the Ministry of Interior, which a licensed tour operator, agency or private sponsor obtains for you. A counter visa on arrival also exists, but Sudan does not publish which nationalities qualify.
Is the visa fee refunded if I am refused?
No. The Berlin embassy states that fees are not refunded even if the application is withdrawn or refused, and asks applicants to pay only after approval.
How long does a Sudan tourist visa take?
About 10 working days in Berlin and two to three weeks in The Hague once the application is complete, plus the time your sponsor needs for the entry permit. An overland tourist visa takes 6 to 12 weeks.
Is there a multiple-entry tourist visa?
The Berlin embassy lists multiple-entry visas for six months at EUR 480 and twelve months at EUR 960.
