How visas for Palestine work
Foreign visitors cannot obtain a Palestinian visa at a border. None of the official Palestinian or Israeli pages consulted for this guide describes a separate Palestinian entry visa issued at a crossing. Visitors reach the West Bank either by arriving in Israel or by crossing from Jordan at the Allenby / King Hussein Bridge, and both routes pass through Israeli border control. The Israel Airports Authority runs the Allenby terminal, the Population and Immigration Authority (PIBA) keeps an entry duty officer there, and a District Coordination and Liaison office links the Israeli and Palestinian sides.
Because of this, the document that lets a foreigner enter is the Israeli one. Nationals of visa-exempt countries need an approved ETA-IL before they travel; it costs NIS 25 and allows up to 90 days per visit. Nationals of visa-required countries need a B/2 visitor visa from an Israeli embassy or consulate; the country list on the PIBA ETA-IL portal shows which group a passport belongs to. Anyone coming from Jordan over the King Hussein Bridge must also hold a Jordanian visa obtained in advance, because the Jordanian side does not issue visas at that crossing.
Inside the West Bank, the Palestinian Ministry of Interior has a General Directorate of Residencies and Foreigners Affairs. It accepts residence requests from foreigners through the ministry's directorates in the governorates, and its stated purpose is to regulate the entry, exit and residence of foreigners in the West Bank.
This guide covers the West Bank only. The official sources consulted do not describe a route for foreign visitors into Gaza, so Gaza is not covered here. Crossing hours change at short notice: the Allenby terminal currently works on a reduced timetable that it attributes to the security situation, so check the Israel Airports Authority notices shortly before you travel.
Which visa do I need?
Short visit, tourism, pilgrimage or a family visit: hold the Israeli entry document that matches your passport, ETA-IL if you are visa-exempt or a B/2 visa if you are not, and plan the crossing you will use.
Arriving from Jordan: add a Jordanian visa arranged before you reach the King Hussein Bridge, and check both terminals' opening hours.
Living in the West Bank for a longer period: contact the Palestinian Ministry of Interior's General Directorate of Residencies and Foreigners Affairs through a ministry directorate in the governorate where you will live.
Work, study or joining a spouse who lives in the West Bank: a permit for that purpose is needed in advance; see the work, student and spouse pages, which follow COGAT's procedure and the Palestinian Ministry of Interior's services.

Frequently asked questions
Is there a Palestinian visa on arrival?
No. The official sources consulted do not describe any Palestinian visa issued at a crossing. Entry to the West Bank runs through Israeli border control, so travellers need an Israeli visa or an approved ETA-IL.
Which crossing do foreign visitors use from Jordan?
The Allenby / King Hussein Bridge, about 5 km east of Jericho. The Israel Airports Authority describes it as a terminal that serves mainly Palestinians from the West Bank and tourists of various nationalities, with separate halls for tourists.
Do I need a visa to visit the West Bank?
You need the Israeli entry document that matches your passport. Visa-exempt nationals apply online for ETA-IL (NIS 25); nationals of visa-required countries apply in person for a B/2 visa at an Israeli embassy or consulate. The PIBA ETA-IL portal's country list tells you which applies.
Can I get a Jordanian visa at the King Hussein Bridge?
No. The Jordan Tourism Board states that visas for this crossing must be arranged beforehand. When you leave Israeli control via Allenby, the Israeli terminal also asks for a Jordanian entry visa.
Who handles residence for foreigners in the West Bank?
The Palestinian Ministry of Interior's General Directorate of Residencies and Foreigners Affairs. It receives requests through the ministry's directorates in the governorates.
Does this guide cover Gaza?
No. The official sources consulted do not describe how foreign visitors can enter Gaza, so this guide is limited to the West Bank.
