Monaco work permit
Hiring authorisation and work permit
In short
In Monaco the employer, not the worker, starts the work permit process. The job must be declared to the Employment Service, which sends priority candidates within four clear days. If none is retained, the employer can propose its own candidate, then file the hiring authorisation and work permit application. Recruiting a non-European who would settle in Monaco is a special request to the head of the Employment Service.

Priority rules
Every job offer must be declared to the Employment Service, which refers priority candidates to the employer: Monegasques; spouses and children of Monegasques; partners in a cohabitation contract with a Monegasque; parents of a Monegasque child; residents of Monaco; and inhabitants of the neighbouring communes of Cap d'Ail, La Turbie, Beausoleil and Roquebrune-Cap-Martin who have already worked in Monaco.
Non-European candidates
For a non-European candidate who does not hold a residence permit allowing work issued by the Alpes-Maritimes prefecture and who would settle in Monaco for the job, the employer must contact the head of the Employment Service directly at emploi@gouv.mc. The candidate will also need the establishment visa and residence card to live in Monaco.
Fees
Online applications pay the stamp duty online. Paper applications include EUR 5 of stamp duty by cheque or cash.
How the employer applies
The employer posts the job offer online through its employer space on MonGuichet.mc or with the paper form. Within four clear days the Employment Service sends any matching priority candidates. The employer must give reasoned feedback on each one; if none is retained, it can propose its own candidate with a CV and, depending on the case, an identity document and proof of address. Once the Employment Service validates the candidate, the employer completes the hiring authorisation request, which the candidate and employer both sign. After approval by the Labour Directorate, the employee receives a work permit and is registered with the social security and pension funds.
- The employer declares the job to the Employment Service.
- The employer reviews priority candidates within four days.
- The employer proposes its candidate if none is retained.
- Both sign the hiring authorisation request and await approval.
- After approval, the employee receives the work permit and social security registration.
Renewing or changing a work permit
Any change to the job must be reported to the Employment Service so that the work permit can be updated: the post and professional status, the type of contract (fixed-term or permanent), its length, full-time or part-time hours, the introduction or modification of teleworking, and the employee's civil status. Online, the employer opens its space on MonGuichet.mc, where the employee, employer and job details are pre-filled from the last recruitment or modification, states the reasons for the change or renewal, and the employee and then the employer sign electronically before the stamp duty is paid. On paper, the "Renouvellement Contrat de travail" form lists every amendment and goes to the Employment Service with EUR 5 of stamp duty. Once the administrative approvals are complete, the employee receives a new work permit.
Employment Service contacts
The Employment Service (Service de l'Emploi) is at 17 rue Princesse Florestine, MC 98000 Monaco, and receives the public Monday to Friday by appointment only; appointments can be booked online through the government teleservice. It can be reached on +377 98 98 88 14 or at emploi@gouv.mc, and its Youth Employment Unit on +377 98 98 41 78. The government recommends booking an appointment before filing a paper application to avoid processing delays. A new employer must first book an appointment to open an employer file and register with the social bodies before recruiting.

How do I contact the Employment Service?
By email at emploi@gouv.mc or by phone on +377 98 98 88 14.

A work permit, plus registration with the Caisse de Compensation des Services Sociaux (CCSS) and the Caisse Autonome des Retraites (CAR).

Yes, under a secondment. The employee stays covered by French social security. Secondments under three months are filed online or on paper; longer ones need a paper application to the Employment Service, including the employee's address in the region between Fréjus and Imperia.
