Who can use it
The online Visa on Arrival is for people travelling to Liberia by plane for tourism, business or transit, with a passport valid for at least six months from the entry date and a recent passport photo. If there is a Liberian embassy in your country, the portal requires you to apply at the embassy and not online, so check the portal's list of Liberian missions before choosing the online route; Liberia's network of missions can change. The LIS can decline any application.
Where it can be used
The Visa on Arrival is currently available only on arrival at Roberts International Airport (ROB) near Monrovia; it is not issued at land borders or seaports. The portal states that the Visa on Arrival is obligatory by law for travellers in this situation, so arriving without the approval is not an option.

Prepare a passport valid for at least six months, a passport scan of up to 2 MB (PDF, BMP, JPG, JPEG or PNG), a colour portrait photo on a neutral background following ICAO guidelines (up to 2 MB) and, optionally, a scan of your flight ticket.

Fee, timing and validity
The online fee is USD 102.50, paid by Visa or Mastercard, and is non-refundable; the application is not processed until the payment has been received. Apply at least seven days before the flight and no more than three months ahead. Once approved, the application is valid for entry within three months; if you do not enter in that time, you must start a new application. The visa sticker covers a single visit, and its validity of 30 or 90 days is decided by the officer according to the planned length of the visit.
Seven steps
Create an account and verify your email, prepare the documents, complete the application form and pay the USD 102.50 fee by Visa or Mastercard. You receive a payment confirmation and receipt; banking can take time, so check the status. After approval by the authorities, you receive an email with a PDF confirmation containing a QR code. Print it or show it on your phone at the Visa on Arrival counter, where fingerprints and face recognition are captured and a visa sticker is placed in your passport.
- Check that no Liberian embassy serves your country.
- Create an account on the Visa on Arrival portal.
- Prepare the passport scan, ICAO-style photo and optional ticket scan.
- Fill in the form and pay USD 102.50 by Visa or Mastercard.
- Wait for the payment receipt and then the QR confirmation by email.
- Fly to Roberts International Airport within three months of approval.
- Collect the sticker at the airport counter after biometrics.
Staying longer or returning often
Visitors who have used up the period granted at the point of entry can request an extension of stay from the LIS Department of Naturalization; the 2025 Service Delivery Charter lists a fee of USD 25 for non-Africans and a processing time of seven working days. Frequent travellers already in Liberia can enrol for a Special re-entry permit card, valid for 12 months at USD 350, which allows multiple entries through Roberts International Airport but requires leaving the country after every 90 days. Anyone who intends to work needs a Ministry of Labour work permit.
Host-sponsored visas in the LIS charter
Separately from the online portal, the LIS Service Delivery Charter of 23 January 2025 lists a Visa on Arrival processed on a letter of application from the host to the Commissioner-General with a copy of the passport bio-data page, at USD 100 for non-Africans and non-ECOWAS Africans, and a gratis Visa on Arrival at USD 50 for guests of government bodies, the UN system, religious and educational institutions and humanitarian organisations, each taking seven working days.
