Applying for asylum in Israel: procedure, deadlines and appeals

Asylum application (refugee status determination, PIBA)

In short

Asylum claims in Israel are handled by the Population and Immigration Authority, whose refugee status determination (RSD) unit registers applications, interviews applicants and prepares recommendations; the Minister of Interior decides. A claim is made inside Israel through an online form, followed by registration in Bnei Brak and an interview in Lod.

Who can apply and when

A foreign national in Israel who seeks protection as a refugee can file a claim with PIBA. Procedure 5.2.0012 asks for the claim to be lodged within one year of entry. A first claim filed later is rejected outright unless the applicant gives special reasons for the delay, which a team leader of PIBA's asylum division then examines.

Filing and registration

The claim starts with PIBA's online RSD form, which must be filled in fully and in English; incomplete forms are not processed. You then receive an SMS with a date and time to come to the PIBA office in Bnei Brak to complete registration. Missing that appointment voids the application; you cannot simply refile online but must email the asylum processing unit and explain the absence.

People held in detention facilities make their claim through the detention authorities.

  1. Fill in the online asylum form on gov.il completely and in English.
  2. Wait for the SMS with your registration appointment in Bnei Brak.
  3. Attend the appointment in person to complete registration.
  4. Attend the RSD interview at the office in Lod on the date given.
  5. If refused, appeal within 30 days to the Appeals Tribunal.

Interview and decision

After registration you are given an appointment for the refugee status determination interview at the RSD office in Lod. The RSD unit prepares a recommendation and the Minister of Interior takes the final decision. Official sources do not set a general time limit for the decision.

Appeals

A refusal can be appealed within 30 days under the Entry into Israel Law, before the Appeals Tribunal. A tribunal ruling can in turn be challenged before the Administrative Affairs Court within 45 days. When a claim is rejected outright, the decision states that a petition to the Administrative Court is possible, and removal may not take place earlier than 72 hours after the final decision.

Information and help

UNHCR's office in Israel publishes guidance on the national procedure on its help pages. PIBA also runs a general call centre on 3450 for questions about its services.

Frequently asked questions

Can I apply for asylum at an Israeli embassy abroad?

Official sources describe the procedure only for people inside Israel: an online form followed by in-person registration in Bnei Brak.

Is there a deadline to claim asylum?

Yes. PIBA procedure expects the claim within one year of entry; later first claims are rejected outright unless special reasons are accepted.

What happens if I miss the Bnei Brak appointment?

The application is void. You must email the asylum processing unit and explain why you did not attend.

Who decides on an asylum claim in Israel?

PIBA's RSD unit registers the claim, interviews the applicant and prepares a recommendation. The final decision rests with the Minister of Interior.

Can I fill in the asylum form in my own language?

No. The current gov.il page requires the online form to be completed in English, fully and in detail.

How long do I have to appeal?

30 days from the refusal before the Appeals Tribunal, and 45 days from a tribunal ruling to go to the Administrative Affairs Court.
