Testimonials and business owners

eServices lists who may sign testimonials: police officers of the rank of corporal or above, village council chairpersons or members, school principals and teachers, doctors, public officers of executive officer grade and above, members of parliament, notaries public, members of the clergy and others whose status fits them to recommend. Where applicable, add business registration, articles or certificate of incorporation, property title, income tax or social security records and an alien land-holding licence.

Conditions

The applicant should have been resident or employed on the island for five years. The grant is at the discretion of the minister responsible for foreign affairs, immigration and labour, so meeting the five-year mark does not make approval automatic.

Documents

All non-nationals over 18 complete an application form. Add a medical certificate stating good health and no communicable disease in the past three years, two testimonials, a banker's statement of financial position or an employer's letter stating the duration and type of employment, a police record from the Commissioner of Police in Dominica, a letter from a friend or relative accepting responsibility if you are not employed, a cover letter, a copy of the passport bio page, birth or marriage certificates (translated into English and notarised if in another language) and copies of all work and resident permits issued since you arrived. The eServices checklist also asks for a COVID-19 vaccination card in English, proof of current employment and proof of school attendance for children and other dependants.
